Political:
The following is a partial list of the accomplishments
and actions of the GARDINER TOWN BOARD for the years 2002-2003 during
which time I was Town Supervisor. During this period the Gardiner Town
Board consisted of the following political affiliations; Conservative
(myself), Republican, Democrat, Independence Party, and Save the Rural
Roads Party.
- Created Reserve Funds to reduce extreme fluctuations in tax levels
- Initiated Zero Base Budgeting
- Initiated Strategic Planning guidelines
- Approved a New Town Hall Design and let it out to bid
- Initiated repairs to the historic schoolhouse/ Town hall
- Initiated a dialogue between the Town and the Gardiner Historical Society
- Implemented the installation a new telephone and high speed internet system in the Gardiner Town offices
- Created a Town of Gardiner website
- Conducted a recodification of the Town Municipal Laws
- Authorized a Town wide water study to be conducted under the supervision of the Town of Gardiner Environmental Committee.
Attempted to initiate a multi-town water with the Southern Ulster Alliance townships
- Joined the Greenway Regional Planning Council
- Created the Town of Gardiner 150th Anniversary Committee and
assisted in coordinating: Dinner dance, Talent Show, 5K Race, Sammy Kay
Swing Band Performance, Gardiner Day Parade and Picnic, West Point Jazz
Knights performance, Christmas Caroling
- Negotiated the Town' first union contract with employees of the Town
Highway Department. The contract resulted in improved working
conditions and compensation for employees and standardized policy and
regulations for the Town.
- Fully staffed all departments in Town Government thus providing
optimum service to town residents
- Advertised and awarded a Sewer District contract that resulted in
improvements and upgrading of the facility and service to the district at no increase in cost to the town.
- The Town assumed operation of the Transfer Station and upgraded the
facility, increased the hours of operation and reduced the overall cost of operation
- Established a Parks and Recreation Commission and created a Parks and Recreation Master Plan committee
- Ulster county legislature Towns of Shawangunk, Gardiner, New Paltz
- Ulster county resource recovery agency, board member
Personal:
I was born in Brooklyn, NY. My family moved to
Woodbourne, NY in Sullivan County when I was eleven years old. I
attended Fallsburgh Central High School, graduating with a NYS Regents
Diploma. I was active in the Boy Scouts and Explorer Scouts of America
attaining a rank of Life Scout and becoming an adult leader Assistant
Scoutmaster. I was a member of the Immaculate Conception Roman Catholic
Church of Woodbourne. I participated in the Catholic Youth Organization
and Served as an Altar Boy. I also was a member of the Woodbourne
Interfaith Organization which included the Woodbourne Reformed Church
and Woodbourne Synagogue youth groups.
I attended SUNY Delhi, served in the the United States Navy and thenembarked on a wonderful career with the New York State Police. In 1976 I
moved to the historic Tuthilltown area of Gardiner, NY and raised my
family there. I am very proud of my children; Devon, Ian and Colin Hayes
and my two grandchildren Sophia and Gaia. I appreciate all that life
has given me and feel that running for office is a way to perform Public
Service to show my gratitude.
